Within the Hunter Arcade which is connected to Wynyard Station, lies a host of cheap and cheerful eateries. One of my friends who works in the corporate office nearby suggested we stop by the Naughty Chef.
How it works is you order your food, get a ticket, collect your food then walk out of the shop. Then they have seem to have a space one shop over so everyone walks over and sits down in this space. It's a bit dingy but serves its purpose.
Most dishes are $10ish and are a generous serve. The food is prepared quickly so you won't be stuck for time at lunch.
The spicy vermicelli (at the very top of this post) is nice and soupy with spicy flavours. The spring roll vermicelli salad (below) with fish chili dressing was quite nice. I'll have to come back to try the pho. Overall, a cheap and cheerful eatery which delivers on value and quality.
